In the academic year 2023/2024, Baku State University (BSU) admitted 159 foreign students. Among them, 66 enrolled in the preparatory department, 7 in doctoral programs, and the rest in bachelor's and master's programs. 18 foreign students were granted the opportunity to study at BSU under the Intergovernmental Scholarship Program.

Foreign students represent 11 countries from around the world, including the United States, the People's Republic of China, Georgia, Kazakhstan, Kyrgyzstan, Uzbekistan, Russia, Tajikistan, Turkey, Turkmenistan, and Ukraine. Most international students opted for majors in psychology, law, international relations, computer science, state and society relations, economics, journalism, information security, and social-psychological services in education.
