Baku State University and Uşak University in Turkey have signed the Protocol within the framework of the Mevlana Exchange Program. Mevlana Exchange Programme is a programme which aims at the exchange of students and academic staff between Turkish higher education institutions and higher education institutions of other countries.

Uşak University is a public higher educational institution established in 2006.  It has 12 faculties,  3 colleges, 11 vocational schools and 27 research centers.
