Baku State University (BSU) and Neofit Rilski South-West University (Bulgaria) have signed a memorandum of understanding aimed at strengthening academic and scientific cooperation.

The signing ceremony took place at BSU, with the participation of the leadership of both universities. The memorandum was signed by Rector of BSU, Elchin Babayev, and Rector of South-West University, Nikolay Marin.

The agreement outlines plans to enhance scientific and academic collaboration between the two institutions. Under the memorandum, the parties will cooperate on student and faculty exchange programs, joint scientific research projects, the organization of conferences and seminars, the development of educational programs, and the creation of double degree opportunities. It also envisions the mutual use of academic and scientific resources.

Speaking at the event, Rector Elchin Babayev emphasized BSU’s commitment to expanding partnerships with leading global scientific and educational centers. Rector Nikolay Marin expressed confidence that the cooperation would open new opportunities for both universities and foster joint innovative initiatives.
