Baku State University and Kafkas University in Turkey have signed the Protocol within the framework of the Mevlana Exchange Program. Mevlana Exchange Programme is a programme which aims at the exchange of students and academic staff between Turkish higher education institutions and higher education institutions of other countries.

Kafkas University is a public higher educational institution established on July 11, 1992, in Kars, Turkey.  It has 11 faculties, three institutes, and 18 research and application centers.
