The   international  conference   dedicated  to  National  TEMPUS information day  was  held  on  December 18, 2009 at  Baku State  University.  At  the conference  the  Quality Assurance at BSU,  as well as , the results of  2009 TEMPUS  IV – Second Call for  Proposals,   invitations to  2009  TEMPUS  IV –Third Call for  Proposals, the most sufficient  TEMPUS  projects  in Azerbaijan,  the  opportunities  for  Azerbaijanian universities  on “ Erasmus  Mundus  External  Cooperation Window” program,  the roles  of  TEMPUS  and National  TEMPUS Office  were  discussed .

TEMPUS program  has  been  fulfilled  in  Azerbaijan  by  the  financial   support  of  EU  since  1995. Azerbaijan  has   taken  a  successful  part  on  this  project   for  14 years.  The purpose of the program is  to carry out reforms in education system, to improve it and  accommodate them to world standards.  Most  universities  has been drawn  to  fulfillment  of these  projects. As a result , new faculties and specialties  were  founded  in  most universities , new  courses  were opened and  the education  was  improved  on  some  specialties.

In the framework of  these  projects  the Center of Quality Assurance  at BSU  was  founded,  the  works  on  modernization  of  governance  system   and  foundation  of  the electron  catalogue  of  scientific  library were  done. The  cooperation  with  EU universities  has  been  strengthened  and  as a result ,  new  innovation  methods  and approaches  have been  elaborated, the studying  opportunities  of  the Azerbaijan youth  at EU universities  have been expanded.

In 2009 in the framework of  EU TEMPUS  Program  the scholars  of  Baku State University and  Azerbaijan  Medical University  in cooperation with  the universities  of  Georgia, France, England  and  Italy  won  the  project  named  “ The improvement of e-learning and  distant education  on  biomedical  sciences  in South Caucasian  region”.  The total cost of the project is  €  1 044 022.

The conference  was  held  by  the  speeches of  the  representatives  of  governmental  and   civil  societies,  the leaders  of  HEI,  including  Vice Minister  of  Ministry of Education Mr.Elmar Gasimov,  Special  representative  of the EU in Baku  and  the  deputy of Office  Head  of the European Commission  Jean Luis Lavroff, Tempus program Desk Officer, European Commission, the  EACEA  Mr. Franz Steidele , rector of Baku State University , academician  Abel Maharramov.
