Baku State University and Kh.Dosmukhamedov Atyrau State University signed a memorandum of understanding. The memorandum was signed by Elchin Babayev, Rector of Baku State University and Salamat Idrisov, Rector of Kh.Dosmukhamedov Atyrau State University.

As part of the memorandum, there is provision for the exchange of bachelor's and master's students, researchers, and academic staff. Founded in 1950, Atyrau State University, according to the ranking of higher education institutions, holds the 6th position among multi-profile universities in Kazakhstan.
