On February 24, 2012, on the eve of 20th anniversary of Khojaly genocide, the presentation of the book “Crime and Punishment” by Honored Lawyer, Professor Ilham Rahimov was held  at Baku State University.

Academician Abel Maharramov, the rector of the Baku Sate University, opened the ceremony with an  introductory speech. The Rector said that it was very critical that the presentation of the book was held on the eve of 20th anniversary of Khojaly tragedy. “Khojaly genoside is one of the most notorious crimes of the 20th century, which are not punished yet”, noted Abel Maharramov.

The presentation ceremony was attended by the famous Russian lawyers - Alexander Bastrykin, Chairman of the Investigative Committee of Russia,  Vladimir Pligin, Chairman of the State Duma Committee for Constitutional Legislation and State Development  and other Russian officials.

"Crime and Punishment" is devoted to the analysis of the underlying problems and characteristics of crime and criminal penalties, the book considers new ways to fight against crime.
