Mamed Balajanov holds a master’s degree in Criminal Law, Criminal Procedure, Forensics, and Forensic Science, while Elnur Mammadli earned a bachelor’s degree in Computer Science.

The “Yüksəliş” (Ascent) competition was established to identify and support high-potential leaders who demonstrate strong intellectual capabilities and management skills. It also aims to contribute to the formation of a national reserve of qualified professionals.

As winners, both BSU graduates have been included in the country's official personnel reserve. Each receives an annual personal development plan from a dedicated mentor (https://yukselish.az/mentors), along with a self-development grant of 20,000 manats.
